Fernandez touts Dominican Republic’s investment climate in NYC

President Leonel Fernandez met with business leaders from different areas, who stated their interest in making major investments in the Dominican Republic, including Robert L. Johnson, president of RLJ Companies, which has millions worth of global interests in hotels and finances.

He also headed a separate meeting with members of the Hispanic Investment Committee, of the United States Chamber of Commerce, representing retail chairs, banks, finances, telecoms, hotes, entertainment, pharmaceuticals, waste recycling and services.

Some of the participants have already established companies in the Dominican Republic, while others said they want to learn of the country’s investment climate and legal security.

Among the participants were Douglas Llapen, of the telecom Turitel; David Teller, of Empire Bank; Israel Rosenblum, of the company REPDSA and Abraham Greenfield, president of the company Dollar Phone.

Fernandez touted Dominican Republic’s current macroeconomic stability and institutional vigor, which in his view has become a destination for safe and profitable investments.

The chief executive noted the comparative advantages through the Free Trade Agreement with the U.S. and Central America (DR-CAFTA), the Caribbean Common Market (CARICOM) and other pacts to bolster commerce.

Fernandez’s delegation includes Administrative Minister Luis Manuel Bonetti; Export and Investment Center Director Eddy Martine and the ex Ambassador in Washington Roberto Saladín, among others.

Dominican Republic industries call Jamaican cement ban “positive”

The latest entity to enter the flap over a retained shipment of cement from Jamaica has unsurprisingly sided with the local producers, which calls the authority’s position in the fray, “positive.”

The association of industries grouped in AIRD Thursday lauded what it says is the Dominican authorities’ guarantee, through the consumer protection agency Pro-Consumidor, of legal security and respect for international and local norms on quality.

“The fact that Pro-Consumidor demands compliance of norms on quality properly approved by the competent organism, which is the Norms and Systems Agency (DIGENOR), to market products, is a good signal that leads in the direction to guarantee that the products sold in the country don’t present unexpected danger, noxiousness, or risks to consumers’ heath and safety, said AIRD president Ligia Bonetti de Valiente.

In an emailed statement, the industrial leader said no organization can suggest incompliance of the norms citing the lack of laboratories, “because this constitutes a denial of the rights of Dominican consumers to respect for the established quality standards and a guarantee of the safety of the products they consume.”

Bonetti, in reference to the Jamaica cement brand Caribe, said in the case of a recent import, Pro-Consumidor’s restriction on its sale should be viewed as a precautionary measure to avert the possibility of tragedies, as what recently occurred in Haiti, and for safe and reliable constructions. “The local or foreign producer who doesn’t want to abide by the existing norms, shouldn’t have the possibility of penetrating into the local market.”

Peruvian Chef Bruno Toso designed the menu items surrounding a unique mix of Peruvian flavors, embracing Dominican traditions. Jamaica, Dominican Republic lock horns over cement

UP TO late yesterday, there was no clear indication on how authorities in the Dominican Republic (DR) would react to a 48-hour deadline given by the Government of Jamaica on Friday for the release of a shipment of Jamaican cement valued at some US$250,000. The cement has been held in that country since mid-April.

Minister of Industry, Investment and Commerce Karl Samuda issued the timeline for the cargo in an effort to end a stand-off between cement producers in the DR and the Kingston-based Carib Cement Company Limited (CCCL), which began selling its product to the Spanish-speaking country last month. The Dominican Producers Association of Portland Cement (DPAPC) has charged, however, that CCCL has not complied with all the quality standards requirements of that country.

"What we have been witnessing over the past 15 days is a classic case of the application of non-tariff barriers within the region," Samuda said at a press conference at his office on Friday.

Standards satisfied

He further argued that the DR standards body, DIGENOR, had tested the product and was satisfied that the cement had met all the integrity and quality requirements, issuing a certificate of conformity as a result.

Samuda said he would not hesitate to use the authority vested in his office to protect the interests of Jamaican producers whose business is legitimate and honest. "In these circumstances, we have found that CCCL has complied with all the requirements necessary to export their products to the Dominican Republic, and indeed, anywhere else," Samuda asserted.

Regulations breach

The minister was responding to a letter from the DPAPC maintaining that the cement from Jamaica entered the country in breach of several regulations and procedures required for the production, import, and marketing of the product.

It claimed that DIGENOR ignored the country's importation rules by authorising the product's entry, and that it did so using authority it did not have.

The association claims that one of the violations is highlighted by the trading of the product without the proper licence, and charges that DIGENOR granted an illegal certification.

The association claims that Carib Cement used the Dominican Republic Quality Stamp, printed on the imported cement bags, without any previous evaluation and approval from the National Committee of Standards and Systems.

In its letter, the DPAPC says it is not against competition in its local market, but insists that competition must be within the guidelines of the rule of law.

Dominican Republic CNG Implementation Program Officially Launched

The Dominican Republic’s President Leonel Fernandez has launched the Program for the Implementation of the use of Compressed Natural Gas (CNG), which is part of the measures announced by the president in March. As part of the program Industry and Trade Minister Manuel García Arévalo explained that the government is providing NGV development through the granting of 65 new licenses to operate 3 companies importing equipment, 20 conversion workshops and 42 new gas stations.

He explained that contrary to the market volatility of conventional oil, the price stability that has traditionally characterized natural gas due to the wide availability of global reserves located in politically stable regions ensures reliability and predictability in terms of prices for the Dominican Republic.

The first stage of the Natural Gas conversion of public transport vehicles will start in June through 35 workshops that will carry out authorized conversions to CNG of the first 5000 cars of a targeted 20 000 before the end of this governance.

Dominican Adames Wins Sueno Soccer Title

Dominican Republic native Birnis Adames, who started playing soccer only four years ago, won the Sueno MLS 2011, the league's talent contest, and will receive an invitation to join one of Philadelphia Union’s academy teams.

Adames, 18, was one of the national finalists among 15 field players, who emerged from the 1,200 players who participated in regional tryouts in Dallas, Chicago and Philadelphia.

The finalists gathered on Wednesday in Dallas for four days of intense pro-style training sessions and scrimmages against the FC Dallas under-16 and under-18 teams.

Dominican Republic plans to offer 1,000 MHz to mobile services

The Dominican Republic is planning to offer 1,000 MHz in total for the provision of mobile telephony and internet services. The country currently uses 330 MHz of spectrum for mobile broadband services.

According to Perez Taveras, president of the Dominican Republic Telecommunications Institute (Indotel), the initiative is part of the government’s National Frequency Allocation Plan, which is currently in the public consultation phase. The country’s internet subscriber base has increased from 4,819 in 1996 to 622,931 at end-2010. Around 58% of internet subscribers use fixed connections, mainly ADSL and cable, while 39 percent are using wireless technologies, including GSM, HSPA, CDMA, EVDO and WiMax.

Taveras added that the allocation of additional spectrum for mobile services is scheduled for completion over the next 24 months. They have the 700 MHz frequency band, currently used for TV broadcast, and following the analogue switch-off scheduled for 2015, they will use it for provision of mobile broadband services.

Electric Moto Corporation Begins Talks With Dominican Republic

Electric Moto Corporation (PINKSHEETS: EMOT), a developer of state-of-the-art electric vehicles, announced today that it has begun conversations with government and industry leaders in the Dominican Republic regarding the manufacture and sales of its vehicles.

"The recent spike in the cost of fuel oil and gasoline has had a profoundly negative impact upon the economic development of many countries," noted Robert Lancellotti, Chairman of the Board of Electric Moto. "The progress that has been made in recent years in bringing manufacturing and service jobs to the Dominican Republic, in developing eco-tourism resorts and other industries, is threatened by the skyrocketing costs of fuel."

Electric Moto's likely expansion of its product line -- from dual-sport electric motorcycles, to three-wheel and four-wheel electric vehicles of several types, as well as electric watercraft -- provides a wide range of applications, from personal use, to commercial and industrial, and to governmental and military.

NOTL donating fire truck to city in Dominican Republic

The Town of Niagara-on-the-Lake is donating a 26-year-old fire truck to a city in the Dominican Republic, where the only fire vehicle is permanently out of service.

Niagara-on-the-Lake had tried to sell the Ford pumper for $3,000 for the past three years, but there was no interest in the discontinued model. Fire Chief Ken Eden recently received a request from a Canadian businessman who was trying to help the City of Sosua obtain a vehicle.

"They do not have the resources to buy a replacement," Eden reported to the corporate services advisory committee Monday. "It would be a worthwhile donation on our part to assist a fire department less fortunate than ours."

Eden said the truck is in good condition but several design features make it unattractive to most North American buyers, including a gasoline engine, standard transmission and hydraulic brakes. He added that the open canopy at the rear of the cab for carrying firefighters was discontinued around 1990 for safety reasons.

The truck will be picked up at the St. Davids fire station and its disposal will save the town almost $1,500 in annual insurance costs.

Dominican Republic unions, employers in wage hike deadlock

The talks between labor and management for an increase in the minimum wage deadlocked Thursday, on different views on the cost of basic staples for a family of four and how inflation is measured.

The unions demand a 30% increase of the minimum wage and 25% for those who earn up to RD$50,000 per month, while employers offer 11.58% plus 1.5% for March inflation, or 13.8%.

In 2009 the minimum wage was increased to an average of RD$8,500, or 15% in the National Salaries Committee with the unions absent, which called that year’s decision illegal.

Dominican Republic’s minimum wage has the weakest purchasing power among Latin American and the Caribbean workers, comparable only with Bolivia, Guyana, Haiti, Mexico and Nicaragua, according to data of the World Wages Report 2010/2011 disclosed by the International Labor Convention (IEO).

The talks took a turn for the worse however, when dealing with the issue of the family staples, because the unions say it’s RD$29,000, while the employers’ is adjusted to Consumer Prices (IPC), or RD$10,407, and which was elaborated by the Central Bank.

For a minimum wage employee who works 26 days per month, and their lunch costs RD$100 per day, they would spend RD$2,600 monthly, and bus fare of RD$100 per day, or RD$2,600, their total is RD$5,200 monthly. They would have RD$3,256 left, without the discount for insurance, to spend on their family. This doesn’t include other expenses like education, recreation and culture, clothing and communication, as noted in the Central Bank’s lowest income group.
